VLTD Compliance for Tea Estate and Garden Operators
Assam Transport Department mandates AIS-140 certified VLTD for all commercial vehicles operating in the tea estate ecosystem, including worker transport buses and pickups, estate manager and visitor vehicles, tea tourism pickup cabs, and auction logistics fleets running to the Guwahati Tea Auction Centre. Vehicles without a valid certificate are subject to challan, permit suspension and rejection during renewal at any of the six corridor RTOs (AS-04, AS-05, AS-06, AS-10, AS-12, AS-23).
The Assam tea industry produces over half of India's tea output and runs the largest organised commercial fleet in the Northeast across worker transport, factory logistics, estate maintenance and tourism. Tea tourism in particular has grown significantly around Dibrugarh, Jorhat and the North Bank heritage bungalow belt, drawing visitors who arrive at Dibrugarh (Mohanbari), Jorhat (Rowriah) and Guwahati airports. Pickup cabs and heritage stay transport vehicles in this segment are specifically scrutinised for VLTD compliance during peak winter and spring visitor seasons.
